It would be good if order rules would run before offshore postcode rules or if offshore postcode rules could be setup against certain clients only. It is a very blunt tool at the moment that is always applied to all clients and we find some clients don't want it the like to control there own courier selection and the rules don't work for everyone.
If this isn't possible then having shipping rules that work on zones with postcodes would also help as a replacement.
