Courier Pricing

I added all of the London congestion charges to Mintsoft and now we have found out that this cost is calculated after the fuel surcharge.
The way it is set up at the moment, I have added a shipping rule with another cost which includes the parcel cost + london congestion charge then when the order is invoiced to the client, it adds the fuel surcharge to this.

The way we need this setting up is the parcel cost then when the order is invoiced to the client, its to add the fuel surcharge + the london congestion charges.
