Barcode Verification to be at warehouse and client level

Current Problem
If a client's stock is stored in two warehouses, both warehouses have to have the same rules even if one warehouse is B2B and one is D2C. This is because the rules are only at a client level.
Idea to resolve Problem
Verification rules should have a warehouse selected first.
