Default Order Completed State - Mark Packed / Despatched

Current Problem
When completing an order, currently you mark it as despatched, with a new feature where you can mark the order as packed.
Idea to resolve Problem
I would like to mark all orders as packed by default, then use the scan to despatch feature. This feature has helped eliminate a few errors i've seen since we started 5 months ago. I would like an backend setting where the default button would then be "Mark Packed" and the drop down would then allow you to mark as despatched. Alternatively an additional button to choose either Despatch or Mark Packed.
