When using PACK AND HOLD status, this function should allow the printing of the order.

Current Problem Pack & Hold process only works when an order is in New & PRinted status. However if we need to keep back something on pre-order which means the order is in BACKORDER status it doesn't work.
Idea to resolve Problem	Allow Pack & Hold process to work in BACKORDER status.
