Admin User Types - when updating on a user it over-rides current settings.

Current Problem
When you have different warehouse user types, and for example someone is promoted they need more excess to elements. unable to once a type is applied to over-rid this user settings.
Idea to resolve Problem
Simply unticks and then applies the new user type whether they are a new user or not
