Order rules - need to add equal to or less than / greater than options

I've got rules in place for various clients where some are weight based and some relate to the total number of items which then drive a courier allocation.

If you set it to be 'less than 10' for X courier and 'greater than 10' allocate courier Y when someone orders 10 units, no courier is allocated....... Got round it by saying 'less than 10' and 'greater than 9' but that seems clunky.
