If the pick list is over multiple orders your marking orders as skipped that could be picked. If you require 5 items for 5 orders and find 4 but are missing 1, your marking 5 orders as skipped as opposed to 1 adding an extra step to complete orders that you should be able to complete as part of the workflow. It's really frustrating it's on a line basis and not quantity basis.
