Option to Cancel Order without Returning Quantity to Stock

Current Problem
Sometimes we will cancel an order due to an item that has accidentally oversold however there is no option to cancel that order & not have the quantity return to stock.
Idea to resolve Problem
When I refund an order on Magento there is a radio button to choose whether you want to return the order quantity to stock or not, this would be ideal.
