Instead of PACKANDHOLD have a 'WAITUNTIL' to make sure stock isn't allocated before the despatch date

Current Problem
Currently we have stock with batch codes and expiry date, and if a customer requests PACKANDHOLD for a few months in the future, that order will still have the stock from previous months that is long since depleted.
Idea to resolve Problem
My idea was to have a 'WAITUNTIL' command, that functions exactly the same as PACKANDHOLD, except when you mark the order in this newly proposed state all stock is unallocated and the stock is reallocated on the date of despatch.
