Have a setting to stop Products with Zero stock being ordered

Current Problem
We have customers who dont want their staff to be able to place orders for stock if the stock is at Zero therefore sending those orders to Back Orders or Holding
Idea to resolve Problem
Is there a way to set the system so that people cant place orders for an item if the stock is at zero? I have tried all the help guides and cant see if its an option. We are basically trying to stop orders going to back order or Holding Status
