System notification when packaging allocated via order rules runs out

Is there a way to get an alert/notification on packaging especially when it is used in order rules as an addrework item?

We already use the low stock functionality to alert us when stock is running low.

The addreworkitem rule continues to run even when the stock is 0 - we need it to flag up the orders that don't have the packaging allocated.

Our issue is where packaging stock is depleted but instead of orders being held so we can identify that orders require other packaging options, the packaging just drops off the order in the back end with no notification that this has happened.

Although we are expecting stock to run out we really need to know at what order this happens so we can amend our invoicing accordingly.
