OrderRules should allow for multiple items ordered

The OrderRules is a powerful tool but lacks the ability to reflect the quantity of products ordered.

For example you can add a rule to add 1x sku to another sku ordered but if the order has 2 (or more) then it will still only add 1. There will be situations when you only want it to add 1 but the rule should provide an additional option to reflect the quantity in the order.
