Splitting orders that contain In stock and Pre-order Items

Current Problem


A client of ours has launched a pre orderable product. They want to sell this item and have it shipped once it's officially released in the next couple of months. This means if an order gets imported to Mintsoft with 1 pre order item in it (classed as out of stock) and 1 in stock item in it the client wants this order to be split, so the in stock item gets shipped and the pre ordered item is on back order waiting to get stock.

The solution for this type of scenario are:

Automatic solution
Clients > overview > action > defaults tab > Holding Order Policy - What Should happen when items are out of stock > field set to split order
This works but the client wants to split order only if the order contains a pre order (category) item. This solution splits all orders if 1 item is out of stock (not what we want).

Manual solution
Create an order rule to check product category and if the category is pre order then split the order.
The problem with this solution is that this order rule is a manual process when it's meant to be automatic. Ali has mentioned this order rule only runs automatically for orders in status new and not orders on back order. To apply this order rule we have to select the orders that need splitting (takes time) then bulk action > run order rule. 

Idea to resolve Problem Allow the software to run this order rule to split orders if it contains a pre ordered item "automatically" if it's on backorder status.
