Courier pricing to include auto charging for volumetric or actual weight charge

Current Problem
Certain carrier charge by volumetric or actual weight, there is a field which which enabled to charge via volumetric weight but it would be more efficient if the system could auto charge on which ever is the high value point.
Idea to resolve Problem
create a on/off tab which when setting up pricing for carrier you can enable if needed
