Read-Only Access to Order Rules (or order rule reporting)

Current Problem
We have a lot of order rules running, but the majority of our team have no visibility over these, since we can't separate out the ability for them to read/write order rules.
Idea to resolve Problem
Create new permissions allowing users to order 'view' order rules without being able to edit them. Alternatively, create an order-rules report.
