At the moment both actions are under one permission.
The "AdminBarcodePickingOverride" gives permission to warehouse users to manually verify products (not scan them) and give them permission to Rescan Barcode Items at the pack bench to verify that all products for the order are correct.
These 2 options are the opposites of each other with what you need the warehouse staff to do.
We want the warehouse staff to scan all barcodes when picking but also to them rescan at the pack bench to ensure accuracy. But for the staff to have the rescan ability you also have to give them permission to manually confirm stock without scanning a barcode.
