Stop orders from being sent when new MID and information requirements are missing from products

Current Problem
As part of the new EU rules now live, but not in force until November, can you have a setting on Customer Account Settings, to stop orders from being shipped without the required MID and the additional information like EAN.
Idea to resolve Problem
Add new toggle(s) to stop orders being sent when compulsory info is required
