Ability to create disposal orders and allocate quarantine stock

Current Problem
Ability to be able to allocate quarantined stock straight to an order for disposal or RMA etc. Without having to unquarantine the stock. Turn off the clients shop in fear quarantined stock will be allocated to orders that land.
Idea to resolve Problem
on create new order a toggle to say include quarantined stock

We currently get around this issue by having a Virtual Warehouse, where we create the order and then move the quarantine stock to this warehouse.
