Marking a carrier as being a single parcel courier option only

Current Problem
We have certain carriers who are solely single parcel carrier options and are too cost prohivitive when sending multiple parcels. In the shipping rules aswell as cost and weight it would also be good to link in max number of parcels
Idea to resolve Problem
in shipping management have option to say max parcels
Yeah would be good, DHL has a single item account and a consignment account, we can loose a fair bit of revenue by errors here
