Ability to add Packaging in Bulk to a Batch via Bulk Uploads

Current Problem
Daily we will dispatch batches of 200 orders, all exactly the same and would like to track the packaging, instead of adding an item we would like to bulk add.

Could you not use the order rules function or the additional items tab in a product and automatically add the packaging to the order?
