Addition of Volumetric Condition to OrderRules

We would like to apply certain Actions to orders using the paid OrderRules MintSoft add-on. We would like to apply the Actions based on cubic cm / volumetric measurement of the order.

The reason for this is to apply a rework item based on the total volumetric size of the order. All of the volumetric information is alrady stored in MintSoft to hopefully make this a straightforward addition.
