Add a field to orders so that VOEC number can be sent to Fedex

Orders to Norway for example require a VOEC number to be provided to Fedex who have stated that their PO number field would accept this information. There are currently no specific fields to input the VOEC number, and the Purchase Order number also doesn't have a set field at the order creation step.
