Having optional reason for International shipments i.e. Document vs E-Commerce Purchase Merged

Current Problem

At the moment the default reason for International Shipments are E-Commerce Purchase which means that everything shipped through Mintsoft is liable for VAT/Duties. If shipping Documents, receivers shouldn't have to pay VAT/Duties, it would be good to have a Documents option to enable Mintsoft to fulfill all our clients needs without manual intervention being required.
Idea to resolve Problem Have the facility to set Reason for Shipment on Channel for example
